The function of Industrial Ombudsman for ESA has existed since 2000 to guide industry-to-industry relations in ESA procurements, facilitating appeal cases in ESA “Best Practices” and offering mediation in industrial disputes.
Since 2009, this has included ESA-to-industry relations to enable independent monitoring within the ESA procurement review mechanism, which also involves investigating procedural breach of ESA procurement regulations.
esa-p is the supplier portal for ESA’s contractual partners, with the following main features:
- controlled access and visibility on ESA contracts (contractual, invoicing and payment information) to Prime- and Sub-contractors directly paid by ESA;
- submission and approval of electronic invoices and Milestone Achievement Certificates

To do business with companies, ESA has developed a procedure and an associated ESA Costing Software tool called ECOS for aggregating and calculating the price elements of the financial proposals through the entire contractual chain.

A company participating in an ESA Invitation To Tender (ITT) is required to complete a financial proposal that includes the ESA Procedures, Specification and Standards Forms – known as PSS forms.
ESA PSS forms show cost data and are required under the General Conditions of Tender for ESA Contracts (ESA/REG/001, rev.5, Annex IV).
