Industry Information Webinar about ESA's new Contracting Regulations (2024)
During the ESA Council on 23-24 October 2024 (ESA/C(2024)115), the new ESA Contracting Regulations were approved. The Contracting Regulations will enter into force on 1 January 2025, when they replace the ESA Procurement Regulations and related Implementing Instructions (ESA/REG/001,REV.5).
This webinar, targeted at economic operators from ESA Member States, Associate States and Cooperating States was held on 3 December 2024. It introduced the most important changes and evolutions with respect to the old Regulations, including, in particular, evolving methods of contracting consisting of the introduction of Calls for Proposals without Procurement and the possibility to enter into Cooperative Agreements.

Background
The purpose of the Contracting Regulations and their Annexes (Implementing Instructions) is to regulate the Tender Process (as defined therein) for the execution of European Space Agency (ESA) activities and programmes, in accordance with the ESA industrial policy objectives set out in Article VII of its Convention and Annex V thereto.
